Initial Planning and Site Evaluation
The first step is figuring out what you want to build and whether the idea makes sense for your property.
Lermaxx Builders starts with an initial conversation about your goals, investment range, desired timeline, and project requirements. If the project is a good fit, a site visit allows us to evaluate existing conditions, take measurements, identify potential challenges, and discuss design and construction options.
This early stage can answer important questions:
- Who will use the ADU?
- How many bedrooms do you need?
- Where could the ADU be located?
- Are you considering a detached ADU or garage conversion?
- What existing site conditions need attention?
- What is your anticipated investment range?
- Do you have a target completion date?
The clearer these answers are early in the process, the easier it becomes to define what you're actually trying to build.
How Long Does ADU Design and Engineering Take?
ADU design and engineering can take several months, depending on the project, property, complexity, and how quickly decisions are made. Design phase often takes approximately one to six months. That period takes the project from an initial concept toward permit-ready plans.
Design can include:
- Developing the floor plan
- Planning the ADU's location on the property
- Architectural drawings
- Structural engineering when required
- Selecting important design features
- Coordinating utilities and building systems
- Preparing permit-ready documents
This is also a stage where homeowner decisions matter.
Changing the floor plan, size, finishes, or project goals as plans develop can affect the schedule.
Lermaxx takes a design-build approach and can coordinate with other architects, designers, structural engineers, and other professionals based on the project's needs. If you already have an architect or completed plans, we can also discuss how they fit into the construction process.
How Long Does ADU Permitting Take in Vacaville?
Vacaville publishes plan-review timeframes, but the first review isn't necessarily the same as receiving a permit. The City's current Building Permit Plan Review Timeframes list 15 working days for the first review of a pre-approved ADU and five working days for resubmittals or revisions. The City notes that these timeframes assume a complete submission and that actual turnaround can vary based on staffing and other factors.
A plan review can result in approval, or it can result in comments that need to be addressed. If revisions are required, the project team needs to make the changes and resubmit the plans for another review. That means a 15-working-day first review does not necessarily mean you'll have a permit in 15 working days.
Vacaville's plan-check process can review elements such as the scope and location of work, code compliance, foundation and floor plans, framing, roof design, elevations, structural calculations, plumbing, mechanical systems, and other applicable requirements. A complete, well-coordinated submission created by an experienced professional can help the process move more smoothly, while incomplete information or required corrections can add another round of work.

Does California Require ADU Applications to Be Reviewed Within 60 Days?
California generally requires a local agency to approve or deny a qualifying complete ADU application within 60 days, subject to the requirements and exceptions in state law.
The California Department of Housing and Community Development's ADU Handbook, updated in March 2026, identifies a 60-day application review period under current state ADU law. However, the 60-day rule does not mean your ADU will be designed, permitted, and built in 60 days. It applies to the local agency's review of a complete ADU application under the applicable state requirements.
Can Vacaville's Pre-Approved ADU Plans Save Time?
Vacaville's Pre-Approved ADU Program is designed to expedite part of the approval process by offering plans the City has already reviewed and pre-approved.
The City currently offers four pre-approved ADU plan sets:
- 375 sq. ft. studio
- 550 sq. ft. one-bedroom
- 775 sq. ft. two-bedroom
- 908 sq. ft. two-bedroom
Vacaville states that applications using these plans receive an expedited review for approval or denial within 30 days after the application is deemed complete. For a homeowner whose needs fit one of those designs, this program may be worth exploring.
But "pre-approved" doesn't mean "ready to build immediately." The City still directs homeowners to determine whether the selected site is suitable for the ADU and prepare and submit the required permit application.
What Happens Before ADU Construction Begins?
Receiving approvals is a major milestone, but there is still work to coordinate before construction begins.
At Lermaxx Builders, the pre-construction phase includes finalizing the schedule, coordinating subcontractors, planning material procurement, confirming project logistics, and establishing communication expectations. Materials may need to be ordered. Trades need to be coordinated. Site logistics need to be understood. The approved plans and scope need to be translated into a workable construction schedule.
That's why permit approval and the first day of physical construction aren't necessarily the same date.
How Long Does ADU Construction Take?
A reasonable regional planning benchmark for traditional ADU construction is approximately six to twelve months. Physical construction can involve stages such as:
- Site preparation
- Foundation work
- Framing, walls, and roofing
- Plumbing and electrical work
- HVAC and other building systems
- Insulation and drywall
- Interior and exterior finishes
- Fixtures and final details
- Required inspections
- Final completion

What Can Make an ADU Take Longer?
Design changes, plan corrections, site conditions, material decisions, trade coordination, and project complexity can all affect an ADU timeline. Some delays happen before construction. Others happen after work is underway.
Common factors to plan around include:
- Incomplete permit documents
- Plan-review comments and revisions
- Additional engineering requirements
- Complex existing site conditions
- Changes to the design
- Utility coordination
- Material procurement
- Subcontractor scheduling
- Required inspections
- Delayed homeowner selections
- Changes to the approved construction scope
Lermaxx uses written scopes, documented selections, and a formal change-order process so changes are documented rather than handled through informal conversations.
Frequently Asked Questions About ADU Timelines in Vacaville
How long does an ADU take to build in Vacaville?
There isn't one standard start-to-finish timeline for every Vacaville ADU. The total project includes planning, design, engineering, permitting, pre-construction, physical construction, and inspections. Many complete ADU projects take roughly one to two years, with traditional construction itself commonly estimated at six to twelve months.
Does California have a 60-day ADU approval rule?
Yes, California state ADU law generally provides a 60-day review period for qualifying complete ADU applications. Specific circumstances and exceptions can apply. That period applies to permit review. It isn't a 60-day start-to-finish construction promise.
Should I hire a contractor before my ADU plans are finished?
You don't need completed plans before starting a conversation with Lermaxx Builders. We begin by understanding your goals, investment range, desired timeline, project requirements, and property. Depending on the project, we can then coordinate with architects, designers, structural engineers, and other professionals as the plans develop.
